In 2005-2006, the City of El Paso contracted the advertising agency Sanders\Wingo to develop a marketing scheme for El Paso downtown redevelopment efforts. On July 19, 2006, the resulting Glass Beach report was presented to city council. It became controversial because of how it depicted some of the El Paso population.
